Sustain Environmental Incorporated (SEI) is a full-service
environmental consulting firm dedicated to developing sustainable
plans and projects. Our founding principals bring together complementary
expertise in environmental law, ecology and publishing. We produce
legally defensible environmental documents that offer realistic, science-based
options presented in language that can be understood by multiple stakeholders.
Strategically based in California’s capital city (near state
and federal government offices and in the heart of the Pacific Flyway),
we are ideally situated to assist clients in meeting their environmental
planning, reporting and management needs. For the past 25 years our
principals have built collaborative professional teams that have completed
hundreds of projects within the diverse bioregions of California and
its neighboring states.

Camille E. Remy, JD, LEED®AP
PRINCIPAL, SENIOR ENVIRONMENTAL PLANNER
Ms. Camille Remy, JD, is a founding principal of Sustain Environmental
Inc. Her expertise in the California Environmental Quality Act (CEQA)
and the National Environmental Policy Act (NEPA), combined with
years of working collaboratively with regulatory and legislative
staff, make her particularly adept at creating efficient environmental
permitting solutions.
Camille brings integrity and balance to complex resource management
planning. She thrives on difficult management issues and has contributed
to several multi-state environmental planning efforts, including
Lake Tahoe, the Colorado River and the Bay Delta. While working
on several large projects involving long-distance energy transmission
and transportation, Camille has also developed strong impact assessment
skills that complement her ability to synthesize vast amounts of
information.
Ms. Remy has served as the primary or co-author of a wide array
of environmental and technical documents, from focused legal compliance
memorandums to complex Environmental Impact Reports (EIRs) and Habitat
Conservation Plans (HCPs). She has direct compliance experience
on land use issues relating to CEQA, NEPA, the Federal Land Policy
and Management Act (FLPMA), National Historic Preservation Act and
Archeological Resources Protection Act, National Pollution Discharge
Elimination System Permits (NPDES), the Army Corp of Engineers (ACOE)
404 Permits, and the California Department of Fish and Game (CDFG)
Incidental Take Permits and Streambed Alteration Agreements.
Camille first took an interest in sustainable planning during law
school and has since promoted the concept through various national
presentations on the future of environmental practices. Building
sustainability principles into her permitting expertise, Camille
is leading the effort to develop Sustainable Environmental Master
Plans for schools and municipalities. She is the author of a recent
award-winning web-based manual prepared for the Coalition for Adequate
School Housing on how to streamline the environmental compliance
process using an Environmental Management System.
Camille’s adventures to the Middle East and South America,
while broadening her horizons, have strengthened her appreciation
for “home” and deepened her resolve to use our natural
resources wisely. Now LEED® (Leadership in Energy and Environmental
Design) certified, Camille is preparing an Environmental Management
System for internal operations here at SEI.
Rebecca Cull, MSc
PRINCIPAL, SENIOR RESOURCE ECOLOGIST
Ms. Rebecca Cull is a founding principal of Sustain Environmental
Inc. Rebecca has worked for small private firms, multimillion-dollar
companies, universities and state agencies during her 25-year career
in business management and ecological studies. Her attention to
detail, awareness of systems, and understanding of animal behavior
(humans included) make her an excellent manager, field biologist,
and educator.
Rebecca’s specialty is designing, supervising and conducting
ecological studies to meet the needs of environmental reviews under
the California Environmental Quality Act (CEQA) and National Environmental
Policy Act (NEPA). She works on Habitat Conservation Plans (HCPs)
and provides Endangered Species (ESA) consults. Recognized for her
strong writing and organizational abilities, Ms. Cull is adept at
synthesizing complex information and producing comprehensive, clear,
and concise environmental documents, technical reports, resource
management plans and mitigation plans. Well-versed in federal and
state survey protocols for listed and special-status wildlife species
in the western U.S., Rebecca has extensive field experience with
raptors, terrestrial birds, small mammals, reptiles, and amphibians.
Ms. Cull has managed several environmental studies for multi-year
linear projects that crossed state lines as well as federal and
private properties. Her years of supervising and working with field
crews in remote and often adverse conditions have honed her ability
to elicit cooperation and understanding while maintaining respect
for the matters at hand. This ability is further evidenced in the
training manuals and field identification guides she has developed
for crews on large-scale construction projects, and in compliance
manuals developed for environmental monitoring teams.
Rebecca has in-depth expertise with burrowing owls and Swainson’s
hawks, having conducted surveys, assisted with banding efforts,
and participated in long-term monitoring of both species throughout
northeastern and central California. An active member of the Burrowing
Owl Consortium since 1992, Ms. Cull was a key participant in the
development of the Burrowing Owl Survey Protocol and Mitigation
Guidelines, informally adopted by the California Department of Fish
and Game in 1995. She is the primary author of the Status of Burrowing
Owls in Northeastern California (in press).
Travel to remote locations piqued Rebecca’s interest in sustainable
systems. An experienced coastal and “blue water” sailor,
she was one of a four-person crew on the Unlikely VII during
an eight-week oceanic passage from India to Israel that included
ports of call in Oman, South Yemen and Sudan. More recent adventures
include several trips to Kenya, and to French Polynesia. Wherever
her journeys take her, she brings a keen interest in the natural
world along with a deep respect and sensitivity to local cultures.
Jacquie Kramm
PRINCIPAL, PUBLICATIONS / COMMUNITY EDUCATION SPECIALIST
Ms. Jacquie Kramm is a founding principal of Sustain Environmental
Inc. With a background that combines environmental policy, natural
history, human development, and prevention research, Jacquie has
a broad understanding of the overarching concerns and needs of communities.
As the firm’s publication specialist, she brings more than
20 years experience producing a wide variety of documents for private,
non-profit, and public agencies. Her publications include technical
reports, training manuals, workshop curricula, community outreach
materials, proposals, policy reports, newsletters, journals, books,
and commissioned articles.
Jacquie brings clarity and strong form to complex material; her
documents display a tight relationship between structure and function.
A highly skilled editor and designer, she creates materials that
are accessible, succinct and visually effective.
Ms. Kramm began her professional career in 1983 as editor for an
independent publisher reporting on California policy and budget
issues impacting children and youth. Over an 11-year period, she
researched, wrote and produced 125 issues of a monthly legislative
report and 225 issues of a weekly bill update. Drawing on this experience,
Jacquie started her own publications development business, adding
design and layout principles to her skills base. Over the next decade,
she specialized in developmental editing and project management
for a wide variety of clients, taking hundreds of projects from
concept to print.
As a developmental editor, Jacquie partners with staff writers and
editors to define the work’s scope and purpose, then makes
suggestions about content, organization and presentation based on
the client’s intended audience. While preserving voice and
meaning, Jacquie rewrites copy as needed and edits the final document
for consistency and accuracy. As a production editor, she provides
or coordinates typesetting, copyfitting, layout, illustration, design,
and printing.
Clients appreciate Jacquie’s gentle way of getting inside
their heads and identifying true needs. As a result, her publications
speak directly and fairly to the issues while establishing common
ground. This approach speeds the review process, and leads to meaningful
outcomes and lasting community relations.
Jacquie founded the Small Thunder Institute in 1981 to provide opportunities
for people to experience the beauty and power of the natural world
on their own two feet. She has led teenage girls up mountain tops,
aging adults on 5-10 day trips over the Sierra crest, and colleagues
on 3-week trips along the 213-mile John Muir Trail and 186-mile
Tahoe-Yosemite Trail. We appreciate her uncanny ability to find
trails after nightfall, facilitate group dynamics, and orchestrate
all aspects of a successful backcountry journey.
SEI Associates
Roland (Ron) E. White, MSc
SENIOR GIS ANALYST
Mr. Ron White is a GIS analyst and mapping specialist,
and is currently completing a certificate in Geographic Information
Systems through San Jose State University. In the early 1990s, Ron
was involved with setting up the GIS laboratory for Moss Landing
Marine Laboratory (MLML) Habitat Center, assisting with the installation,
networking, and customization of GIS software. The MLML GIS Lab
has become an important and well-used resource for many student
and professional researchers.
Ron uses GIS technology to map and analyze sensitive habitat locations,
historical land use trends, and city planning efforts. He assists
consultants and planners with preparing presentation quality maps
and graphics for public meetings and displays.
Mr. White is conversant with the following computer operating systems:
MacIntosh, Windows 3.x through Windows 2002 and XP, and UNIX; as
well as the following GIS software applications: MapInfo, ArcInfo,
ArcView 3.2, ArcMap 8.3 & 9.0. Mr. White also has a working
knowledge of the following graphics and presentation programs: Macromedia
suite, Quark Express, Adobe In Design and PageMaker, Adobe Photoshop,
MS Publisher, FrontPage, and DreamWeaver. He is well-versed in HTML,
Visio, TNT Mips, MS Excel, MS Access, MS Word, and FoxPro.
Rhona Cheatwood
FIELD BIOLOGIST AND GPS TECHNICIAN
Ms. Rhona Cheatwood brings five years experience working
as resource assistant and biological technician for the California
Department of Parks and Recreation, along with 15 years experience
with rangeland management (including managing her own ranch), to
SEI. With an educational background in ecology and a long family
history with tribal ranching, Ms. Cheatwood is personally committed
to developing sustainable range management.
An excellent field biologist, Rhona conducts GPS mapping of sensitive
resources, and assists with vegetation community mapping, rare plant
surveys and wildlife surveys. In her state service work, Rhona assisted
with annual habitat monitoring efforts on park properties, including
avian point counts, photo monitoring points, vegetation monitoring
(using CNPS relevé protocols), and mammal monitoring (using
camera stations and live traps). She was integral in implementing
an erosion control and habitat restoration plan at the Carnegie
State Vehicular Recreation Area, deftly supervising and winning
over volunteer work crews. Rhona also prepared data analysis and
text for annual habitat monitoring reports.
Amy Meyer Sabala
SENIOR ENVIRONMENTAL PLANNER
Ms. Amy Meyer Sabala is an environmental planner and BLM-trained visual resource specialist. During the past seven years, she has managed and/or contributed to numerous CEQA/NEPA documents for a variety of federal, state and local agencies throughout the western states. In addition to the BLM, her clients have included the US Bureau of Reclamation, Army Corps of Engineers, California Department of General Services, California Department of Corrections, CDFG, and California Department of Parks and Recreation. Her experience ranges from the preparation of CEQA-level Initial Studies to Environmental Impact Reports, to NEPA Environmental Assessments and Environmental Impact Statements.
Ms. Meyer is adept at managing the environmental review process, as well as conducting impact assessments for a variety of topical areas. She knows how to locate critical information efficiently and produce work in a timely manner. A trained First Responder, Amy is always ready for any challenge and remains composed under pressure.

Richard (Dick) M. Barbar, MS
TECHNICAL ADVISOR, LAND USE AND RESOURCE MANAGEMENT PLANNING
Mr. Dick Barbar specializes in land use and natural resource
planning and management issues. He completed a 36-year career with
the US Department of the Interior in July 1998. His primary expertise
is in public land planning and management processes, particularly
in the outdoor recreation, wilderness values, cultural resources,
realty, and interagency coordination. During his USDI career, Mr.
Barbar served in policy formulation, planning, management and field
operations positions for the Bureau of Land Management and the National
Park Service. Most notably, he served as the USDI Executive Coordinator
for the 25 million acre California Desert Innovative Management
Initiative, an effort that was recognized and awarded national honors
by the Vice President’s National Performance Review program.
Mr. Barbar is highly respected for his broad perspective on natural
resources and public land planning and management in the western
states.
Claudia M. Tyler, PhD
TECHNICAL ADVISOR, OAK WOODLAND CONSERVATION
Dr. Claudia Tyler is a recognized expert in oak woodland
and chaparral conservation, regeneration and preservation. For the
past ten years, she has conducted a longitudinal study of the ecology
and management of oak woodlands and grasslands, including large
scale grazing experiments at University of California’s Sedgwick
Reserve. Dr. Tyler is the author or coauthor of more than twenty
publications on topics addressing oak regeneration, fire ecology
in chaparral habitats, and rangeland ecology. An accomplished botanist
and educator, she has worked and conducted in-house training sessions
for the USFS, DFG and the California Native Plant Society. She is
currently a lecturer and post-doctoral researcher at the University
of California, Santa Barbara, and is the Scientific Advisor to the
Los Osos Habitat Conservation Plan.
Scott Howard
TECHNICAL ADVISOR, COMPUTER NETWORKING AND REMOTE ACCESS
Mr. Scott Howard specializes in network assessment, design
and implementation, remote access and network monitoring systems.
He is an experienced project manager and team leader with broad
exposure to networking products and technologies. Mr. Howard recently
served as project manager on a comprehensive network upgrade project
for the California Energy Commission. This $1 million project was
completed ahead of schedule and under budget with no service interruptions.
Scott also delivers Network Assessments for state agencies to help
them identify underlying performance and security issues with their
networks.

JOSEPH P. SULLIVAN, PHD, PRINCIPAL
Dr. Joseph Sullivan is the principal of Ardea Consulting,
a Woodland-based firm that specializes in wildlife ecology and ecotoxicology.
He works with organizations, companies and governmental agencies
to find science-based solutions to contaminant problems, and provides
wildlife ecology risk assessment and management services. A certified
wildlife biologist, Dr. Sullivan also assists with wildlife species
inventories and assessments, and provides GIS support.

Geographical Information Center
CHUCK NELSON, MA, DIRECTOR
The Geographical Information Center (GIC) at California State University,
Chico (formerly the Center for Planning and Geographical Research)
was established in 1988 to introduce digital mapping and geographical
information systems technology to the northern California region.
GIC primary areas of expertise include GIS technology and orthophoto
development. Other areas within GIC’s scope include global
positioning systems (GPS), computer cartography, image processing,
and airphoto interpretation. The GIC recently added proficiency
in serving GIS data over the web. Over the last three years, the
GIC has complied GIS coverages for nine northern California State
Parks and assisted with the Central Valley Historic Vegetation Mapping
Project (USFWS) on the web.

CHRIS DORMAN, MA, AIA, PRINCIPAL
Dorman Associates Inc. is a full service architectural
firm focusing on creating innovative design solutions for commercial,
residential and civic structures. Their design process considers
each project and its relation to context, the needs of the client,
and its potential users. Architect Chris Dorman takes projects from
programming at a conceptual level, through construction documentation,
to overseeing the project’s completion in the field. Where
possible, the firm incorporates the use of alternative building
products and encourages the incorporation of ‘green’

MICHAEL D. MALONE, PRINCIPAL
Mr. Michael Malone, a certified geological engineer, brings
30 years of engineering geology and hydrogeology expertise to SEI.
He specializes in investigating slope stability, foundations, drainage,
ground water resources, fault activity, earthquake risk, and hazardous
waste. His associate, Mr. John E. Campbell, is a certified soil
engineer specializing in geotechnical engineering. Mr. Campell is
licensed to engineer road and structure foundations, fills, retaining
walls, and slope repairs. Geodynamic Consultants has extensive knowledge
of the geologic conditions of California and CEQA compliance. Mr.
Malone, who also holds a bachelor’s degree in Archaeology,
teaches, speaks and leads interpretive hikes.

REBECCA ALLEN, PHD, AND R. SCOTT BAXTER, PRINCIPALS
Dr. Rebecca Allen is an accomplished professional archaeologist,
historian, and editor of the Journal for Historical Archaeology.
Specializing in historical resources and interpretation, Ms. Allen
provides historical resource assessments and preservation guidance
to a wide variety of local, state, federal and agencies, including
California State Parks, the National Park Service, US Forest Service,
and BLM. She has served on numerous professional boards and committees
including the California Mission Studies Association, the California
Council for the Promotion of History, the California Historical
Society, the National Trust for Historical Preservation, and the
California Societies for Archaeology and Historical Archaeology.
Business partner, Mr. Scott Baxter, also a professional archaeologist,
specializes in historical archaeology, industrial archaeology, architectural
history, and cultural resource management. He conducts historical
and archaeological research throughout California and Nevada. Mr.
Baxter has also served on numerous professional boards and committees
including the California and Nevada Historical Societies, the Nevada
Archaeological Society, the Society for Industrial Archaeology,
and the Society for American Archaeology.
Dr. Allen and Mr. Baxter are formally trained and knowledgeable
in the procedures and guidelines associated with the National Historic
Preservation Act and CEQA. They have served as principal investigators,
project managers, and researchers on numerous environmental, historical,
and archaeological projects throughout the West, and prepared many
cultural resource management documents.

Field Ecology Certificate Program
VIRGINIA C. MEYER, PHDC, PROFESSOR OF BIOLOGY
Sacramento City College recently established a Field Ecology
Certificate program as an option within its associate degree in
Biology. The Field Ecology program was developed with the assistance
of Ms. Virginia Meyer, a tenured professor of Biology at the college
and a consultant with SEA. The certificate program is designed to
prepare students for entry-level jobs as ecological/environmental
technicians and field biologists as well as provide advancement
opportunities to those currently employed in the environmental and
resource professions. Students learn ecological field methods, including
identification of flora and fauna, quantitative assessment methods,
wetland delineations, regulatory processes, restoration ecology,
and geographic information systems (GIS). Under the direction of
Ms. Meyer, students enrolled in the certificate program may be available
to assist with fieldwork on some projects.
